The purpose and objective of this public consultation on the Draft Masterplans for the Pierhead and former Hermitage site is to ascertain public views on the content the Masterplans prior to their finalisation, in accordance with Council procedures and PAN 83.

The methodology can be seen in the attached flow diagram:-

Key stages and Parties to be Consulted

The key stages are the approval of the Draft Masterplans by the Council’s Executive on the 15th of December 2011 to allow the consultation to commence on the 16th of December 2011 for a 28 day period excluding public holidays that will end on the 18th of January 2012 at 5 pm.

The consultation will specifically target local residents of the Helensburgh and Lomond area.  This will be achieved by local newspaper adverts and dedicated council web page linked to an electronic response form with set questions.  In addition to electronic copies of the Draft Masterplans being made available on the Council’s web site paper copies of the Draft Masterplans will be made available at Scotcourt House in Helensburgh, Cardross, Rosneath and Helensburgh libraries.

On the 13th and 14th of January 2012 drop in workshops will be held to allow members of the public to meet council officers and consultants to allow them to see an exhibition on the proposals and ask questions with regard to the consultation.

A series of meetings with specific groups will also be held during the two days to ensure that the consultation takes into account as wide a set of views as possible.  For example younger people, members of the business community, community groups etc.

Following the end of the consultation responses will be gathered and a report prepared that will be made publically available and used to inform the content of the Finalised Masterplan.  The Finalised Masterplan will then be presented to the Council’s Executive in February and then the Council for final approval.  The Masterplans will then be approved as non statutory planning guidance.
