Fresh Start Scheme Application form

The Fresh Start Scheme offers 100% rates relief for a period of 12 months on certain newly occupied properties if all of the following circumstances are met:

  • The property has previously been in receipt of empty property relief for a continuous period of at least 6 months: and
  • The property has a rateable value of under £45,000 for applications prior to 31/3/14 or under £65,000 for applications from 01/4/2014; and
  • No longer than 12 months have elapsed since the lands and heritages became occupied; and
  • When last occupied, the property was used as a shop or office OR the property is intended to be used as a shop or office ; or
  • For applications from 1 April 2014 only, when last occupied, the property was used as a hotel, public house, restaurant, cafe or snack bar OR the property is intended to be used as a hotel, public house, restaurant, cafe or snack bar
  • No relief will be provided from 01/4/2014 where payday lending is carried out on the premises

E.C. de minimus State Aid

Under EC regulation 1998/2006 (de minimis aid regulation); this relief is regarded as State Aid. There is a ceiling of 200,000 Euros (approx £183,000) for all de minimis aid provided to any one firm over a 3 year period. Any de minimis aid awarded to you under this offer letter will be relevant if you wish to apply, or have applied, for any other de minimis state aid. For the purposes of the de minimis regulation, you must retain this letter for 3 years from the date on this letter and produce it on request by the UK public authorities or the European Commission. (You may need to keep this letter for longer than three years for other purposes.) In view of State Aid regulations the level of relief awarded may depend on: a) the combined rateable value of all properties in Scotland of which your business is in rateable occupation or (if vacant) which your business is entitled to occupy; b) whether or not the property is eligible for one of the existing rate relief schemes; and c) the level of other public sector assistance received by your business (see: State Aid above)
