The Chair welcomed everyone to the meeting of the Argyll and Bute Local Review Body to consider the planning application for Land East of Crossapol Farm, Isle of Tiree. The Chair introduced the Members of the Local Review Body (LRB) to those present and advised that no person present would be entitled to speak other than the Members of the Local Review Body and Mr Reppke who would provide procedural advice if required.

 

The Chair advised that his first task would be to establish if the Members of the LRB felt that they had sufficient information before them to come to a decision on the Review. He advised that after thoroughly reading the papers he was in a position to make a decision.

 

Councillor MacIntyre advised that he felt that he had sufficient information to make a decision on the review.

 

Councillor Taylor reported that he also felt that he had enough information to consider the review.  He advised that he had thought that a site inspection might be useful to get a better idea of the site however advised that he was able to make a decision on the information before him.

 

Councillor McNaughton advised that he had also initially thought a site inspection maybe useful in determining this review however after fully studying the papers, he advised that his view is that a site inspection would not be beneficial. He advised that he found this application difficult as he is keen to support economic development in Tiree however in his opinion it was against the Local Development Plan policies.

 

Councillor Taylor indicated that he remembered that the application for the restaurant had been before the Planning, Protective Services and Licensing Committee and noted that he had been pleased that the Committee had been able to grant that application. He stated that this was a separate application, and after reviewing the material, in his opinion this application for the proposed expansion goes above and beyond what would be appropriate at the location and as the proposed site is located amongst sensitive countryside, it will have an adverse affect on the countryside, and therefore he saw no basis to justify deviating from the local Development Plan policies as detailed in the decision notice.

 

Councillor MacIntyre advised that from an economic view he would like to support this application and the benefits it would bring to the local area however he advised that in his opinion it goes against the Local Development Plan and be could not support the proposed development being built on sensitive countryside.

 

Councillor McNaughton reported that this application did not satisfy policy. He advised that it was difficult for him to go against this proposal however in his opinion it would be very difficult if not impossible to approve this application, given the policy considerations that applied to the site.  The proposal could not be regarded as being consistent with policy and there was no justification for seeking to depart from the Plan.

 

Councillor Taylor stated that he also could not support the application.

 

Councillor MacIntyre reported that he was unable to support the review.

 

Decision

 

The Argyll and Bute Local Review Body agreed unanimously to refuse the request for review on the basis that they agreed with the reasons for refusal in the Decision Notice and that this site was not suitable for the proposed development for the reasons set out in the report of handling.
