The Area Governance Manager explained that a report on Hermitage Park originally scheduled to come to the Area Committee following the September Business Day, would now be heard at the December Area Committee meeting for the reason that Heritage Lottery had changed their timeline dates and accordingly there was nothing to update at the present time.

The Minute of Meeting 14 August 2012 was approved as a correct record subject to:- 

Page 7 - amendment of column headings to read ‘Proposed Amounts’ rather than ‘Recommendation.

There were no questions forthcoming from members of the public.

Members considered a report by the Area Governance Manager which outlined the proposed cycle of meetings for the Helensburgh and Lomond Area Committee from October 2012 until March 2013.

    Decision

1.      Agreed the outlined cycle of Area Committee, Community Planning Group and Business Day meetings as detailed within the submitted report.

Members were asked to consider a report by the Head of Education, which outlined the final patterns of in-service days and school holidays for all schools in Helensburgh and Lomond in the period 2013/14 and 2014/15.

Decision

a)      Agreed to endorse the final pattern of school holidays and in-service days for 2013/14  and2014/15 as outlined in Appendices 1 and 2.

b)      Agreed that the details of school holidays and in-service days for 2013/14  and2014/15 should now be circulated to schools and all relevant organisations.

c)      Agreed to request the Area Governance Manager to seek information from the Head of Education to ascertain whether the feasibility of liasing with neighbouring local authorities regarding the timing of school holidays had been previously explored.

Members were briefed by Charlie Cairns, Area Manager - Lower Clyde Greenspace, on a report by the Streetscene Manager, regarding a new management plan for the Duchess Wood Local Nature Reserve (DWLNR). This management plan will form the framework for enhancements within the woodland over the next 5 years, and recognises the existing maintenance provision that is in place.      

Decision

1. Agreed to note and approve the management plan appended to the submitted report.

2. Agreed to record the tribute of the Helensburgh and Lomond Area Committee and DWLNR in recognition of the work carried out on their behalf by the late Councillor Reay.

Members were briefed in a report by the Technical Officer on two requests  which had been received requesting permission to utilise the Pier and car park to host events.

Decision

The Area Committee agreed:-

a)      That the Helensburgh & District Round Table  host the Bonfire and Fireworks  Display in Helensburgh Pier Car Park on Saturday 3^rd  November 2012.

b)      That the organisers for the Helensburgh Winter Festival  host a fireworks display on the Pier on Sunday 2^nd December

c)      That the Council forego the charge for the area being used for both events.

Members were asked to note the contents of a report by the Roads Performance Manager on the works towards ensuring efficient use of the Roadmaster velocity patching vehicles within the programme of routine maintenance works

Decision

1. Agreed to note the contents of the submitted report.

Members were briefed in a report by the Roads Performance Manager which confirmed that a report will be presented to Full Council at the October meeting,detailing the preparation towards the delivery of the Winter Maintenance Service and Policy for 2012 – 2013.

Decision

1. Agreed to note the contents of the submitted report.

2. Agreed that a more detailed report be submitted to the November Business Day for further discussion.

The Committee resolved in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973, to exclude the public for the following item of business on the grounds that it was likely to involve the disclosure of exempt information as defined in Paragraphs 8 and 9 of Part 1 of Schedule 7A to the Local Government (Scotland) Act 1973.

Paragraph 8               The amount of any expenditure proposed to be incurred by the authority under any particular contract for the acquisition of property or the supply of goods or services.

Paragraph 9               Any terms proposed or to be proposed by or to the authority in the course of negotiations for a contract for the acquisition or disposal of property or the supply of goods or services.

Members were asked to consider the contents of a report by the Roads Performance Manager detailing the progress to date towards the delivery of Phase 1 of the Helensburgh – Dumbarton Cycleway Project.

Decision

Agreed to request that an Options paper highlighting and detailing funding constraints and conditions, and design and land purchase implications, be submitted to a Special Meeting of the Helensburgh and Lomond Area Committee to be held  on Tuesday 13 November
