The Head of Planning and Regulatory Services spoke to the terms of the report.  He advised of a further 2 late representations received from John and Rosemary Brown and from Mr Yendal who reiterated their earlier objections and concerns in respect of this proposal.   Planning permission is sought for the upgrade of an existing sport pitch located to the north of the Monitoring Station, Cumberland Road, Rhu.   The site is located within an Open Space Protected Area which encourages the retention of sports and recreational facilities and also encourages refurbishments and improvements to these.  A total of 30 emails and letters of representation have been received, 28 of which object to this application, one representation making an observation and one representation supporting the proposal. An objection from Rhu and Shandon Community Council has also been received.  Concerns raised by objectors  include the detrimental impact, in their opinion, to the residential amenity of area; the installation of floodlights; noise and disturbance; loss of access to informal open space; increased litter; potential flooding; and parking concerns.  None of the statutory consultees have raised any objections to the proposal.  It is considered that the proposal is consistent with the Local Development Plan and is recommended for approval however, due to the large number of representations received, it is recommended that a Hearing is held in advance of determining this application.

 

Decision

 

The Committee agreed to hold a pre determination hearing at the earliest opportunity.

PROPOSED PROGRAMME OF PLANNING TRAINING FOR MEMBERS pdf icon PDF 69 KB

Minutes:

A report seeking endorsement of a proposed programme of planning training for Members during 2016 was considered.

 

Decision

 

The Committee agreed:-

 

1.    to continue the ongoing programme of planning related training for Members of the PPSL Committee, which should also be open to any other Members not currently involved in planning decision making;

 

2.    to endorse the initial subject areas for training and the provisional dates for delivery, on the understanding that the programme may be varied to take account of any additional training requirements Members may wish to identify, along with any other particular training needs identified by Officers as a consequence of matters emerging during the course of the year;

 

3.    that consideration should be given to  moving the training on flooding to earlier in the year;

 

4.    to include a training session on TIF incorporated with a visit to Oban; and

 

5.    that arrangements be made to present the Sustainable Design Guide Awards prior to the PPSL meeting in May.
