2.1 Our Vision and Objectives

Scotland’s national transport goal is to: “promote economic growth, social inclusion, health and protection of our environment through a safe, integrated, effective and efficient transport system.” This national goal, along with all the evidence we have gathered (section 1.4), has shaped the development of our vision and objectives for transport in Argyll and Bute. The resultant objectives of this strategy are shown in Figure 9. [Please see Appendix 2 for details of linkages with national and regional objectives]

Vision - to enable a vibrant Argyll and Bute

Objectives:

  • Encouraging a growing and sustainable economy in Argyll and Bute,
  • Improving people's transport experience,
  • Managing the effect of transport on Argyll and Bute's rich natural environment,
  • Improving accessibility for all our communities,
  • Improving journey safety and personal security for everyone in Argyll and Bute.

Our vision to, “Enable a vibrant Argyll and Bute”, is at the centre of the strategy, detailing specific objectives which will play a part in its achievement. The established objectives have been tested against the key challenges we face, (identified in Chapter 1), and the outcome of this is shown in Figure 10. The figure illustrates fully shaded and partially shaded boxes. The fully shaded boxes demonstrate where our objectives meet the challenges identified. The partially shaded areas demonstrate where our objectives go some way to addressing the identified challenge.

The objectives for Moving Forward are described below in more detail. These identify the outcomes we want Moving Forward to achieve.

2.1.1 Economy

Encourage a growing and sustainable economy in Argyll and Bute.

  • Support our local economy through the provision of an efficient, reliable and affordable transport network.
  • Facilitate the growth of regional transport hubs as economic generators for the whole of Argyll and Bute.
  • Recognise the importance of road based travel in much of Argyll and Bute and thus the vital importance of maintaining and developing road based infrastructure.

2.1.2 Integration

Improve people's transport experience.

  • Make it easier to travel by public transport.
  • Improve integration between public, commercial and voluntary sector services.
  • Improve interchange facilities and the integration of our local services where possible.

2.1.3 Environment

Manage the effect of transport on Argyll and Bute's rich natural environment.

  • Achieve a balance between the protection of the rich natural environment Argyll and Bute offers and the need to develop our transport infrastructure.
  • Increase the number of journeys undertaken by sustainable modes, e.g. bus, train, walk, cycle.
  • Increase the volume of freight shipped by sustainable modes, e.g. sea and rail.

2.1.4 Accessibility

Improve accessibility for all our communities.

  • Expand the number of accessible and affordable transport links in our area.
  • Aim to provide services such that our remote communities may visit their main regional centre and return home in the same day.

2.1.5 Safety

Improve journey safety and personal security for everyone in Argyll and Bute.

  • Improve infrastructure to make the transport network safer.
  • Work in partnership with other agencies to create a safe and secure environment on the transport network.
